    1. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the Procurement of electronic equipment and fixtures to deliver to Ministry of Water and Energy head office, Addis Ababa within 30 days delivery period and the purchaser will grant not margin of preference.
    2. Bidding will be conducted through the National Competitive Bidding procedures as specified in the Federal Public Procurement directive 2025 and open to all eligible bidders.

    The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services.

    The consulting services (“the Services”) include the provision of Integrated Advanced Project Management System, Contract Management System & OCR-Based Digitalization, AI-Powered Digital Archiving System and Advanced National KPI Management and Data Analytics System (ANKMDAS).

    GENERAL OBJECTIVES:-The overall objective of this project is to Integrated Advanced Project Management System, Contract Management System & OCR-Based Digitalization, AI-Powered Digital Archiving System and Advanced National KPI Management and Data Analytics System (ANKMDAS). The principal objective of the intended scope of work is to improve the Ministry’s capacity to manage complex projects, administer contracts, preserve institutional knowledge, and monitor performance through the design, development, and implementation of four integrated digital platforms.

    SPECIFIC OBJECTIVES: to carry out the following specific activities

    • Advanced Project Management System (APMS)
    • OCR-Based Digitalization and Contract Management System (ODCMS)
    • AI-Powered Digital Archiving System (AIDAS)
    • Advanced National KPI Management and Data Analytics System (ANKMDAS)

    SCOPE OF SERVICES: The scope of the service is limited to delivering a comprehensive, end-to-end solution consisting of four fully integrated and interoperable digital systems: APMS, ODCMS, AIDAS, and ANKMDAS. These systems are expected to serve as a unified digital backbone for the Ministry, supporting more efficient project management, institutional memory, contract oversight, and strategic performance tracking. The firm will be expected to cover the full life cycle of the assignment from analysis and design to deployment, training, and support ensuring sustainability, user adoption, and long-term value for the Ministry and its stakeholders.

    DURATION: implementation period of 210 Calendar days from the end of January 2026.

    THE SHORTLISTING CRITERIA ARE:

    3. Technical and managerial organization of the firm

    The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.

    Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

    A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

    The Bidding Document requires bidders to have specific experience which includes the following:

    Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last recent three (3) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member;

    Specific Experience: The Bidder shall demonstrate that it has successfully completed at least one (1) contract within the last recent five years prior to bid submission deadline, with a value of 1.3 million USD that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

    The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopian Flood Management Project (E-FMP), and intends to apply part of the proceeds toward payments under the contract for the Procurement of 40 Motor Bikes for FMP Project hydro-met station field observers and Project focal persons at basin offices and data collection sites of MoWE

    1. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the Procurement of 40 Motor Bikes for FMP Project hydro-met station field observers and Project focal persons at basin offices and data collection sites of MoWE to deliver to Ministry of Water and Energy head office, Addis Ababa within 30 days delivery period and the purchaser will grant not margin of preference.
    2. Bidding will be conducted through the National Competitive Bidding procedures as specified in the Federal Public Procurement latest directive and open to all eligible bidders.
    3. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance TIN certificate, and (Registration in FPPA new supplier list for local bidders)
    4. Interested eligible Bidders may obtain further information from Ministry of Water and Energy Ethiopian Flood Management Project –Management Unit, and inspect the bidding document during office hours 8:30 a.m. 12:00 noon in the morning and 2:00 p.m. to 5:00 p.m. in the afternoon at the address given below.
    5. A complete set of bidding documents in English language will be available and can be downloaded from Ministry web page using the following link free of cost: https://www.mowe.gov.et/en/resource_types/procurement-files- Bidders are required to register in person at the following address before downloading the document and submitting their bids.
    6. Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on the Ministry website and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.
    7. All bids shall be accompanied by a Bid Security of ETB 390,000 (Three-Hundred-Ninety-Thousand) in the form of an Unconditional Bank Guarantee or CPO to the Ministry of Water and Energy, and shall remain valid for 118 (One Hundred eighteen) days. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.
    8. Bids must be delivered to the address below on or before December,20/2025, Time 2:00 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ or representatives and anyone who chooses to attend at the address below on December,20/2025, Time 2:30 p.m.
    9. Bid shall be valid for a period of 90 days after the Bid Submission deadline.
    10. Ministry of Water and Energy reserves the right to reject all or part of the bid.
