The consulting services (“the Services”) include Consultancy service for Consultancy Service for Resettlement Action Plan Preparation of Dessie Town FSTP Construction  

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The short-listing criteria are: Core business and years in business, qualification and experience in the field of assignment, organizational, managerial and technical capabilities of the firm, and general qualification and number of staff but not individual experts’ bio data

የግዥው መግለጫ: ለውሃና ኢነርጂ ሚ/ር ሰራተኞች ካፍቴሪያ አገልግሎት
የግዥ መለያ ቁጥር፦ውኢሚ-ግ-ካፌ-01-2017
የውሃና ኢነርጂ ሚኒስቴር ከዚህ በላይ የተገለፀውን አገልግሎት በግልፅ ጨረታ አወዳድሮ ለመግዛት ይፈልጋል.
1. ጨረታው የሚካሄደው በፌዴራል የመንግስት ግዥ መመርያ 2010 ዓ.ም በተገለፀው በሀገር አቀፍ የውድድር ሂደት ሲሆን ለሁሉም
ተወዳዳሪዎች ክፍት ነው፡፡
2. ተጫራቾች ከማመልከቻው ጋር አያይዘው የታደሰ የንግድ ፍቃድ ኮፒ፣ የተጨማሪ እሴት ታክስ ሰርተፍኬት፣ የታክስ ክሊራንስ ቲን ሰርተፍኬት እና
በ FPPA አቅራቢ ዝርዝር ለአገር ውስጥ ተጫራቾች የተመመዘገቡ መሆናቸውን ማስረጃ ማቅረብ ይጠበቅባቸዋል፡፡
3. ፍላጎት ያላቸው ተጫራቾች ከጠዋቱ 8፡30 እስከ ቀኑ 5፡30 ሰዓት ድረስ ከታች በተቀመጠው አድራሻ ከውኃና ኢነርጂ ሚኒስቴር ተጨማሪ
መረጃ ማግኘት ይችላሉ።
4. ተጫራቾች የጨረታ ሰነዱን ከሚኒስቴሩ ድረ-ገጽ https://www.mowe.gov.et/en/resource types/procurement-files/ ማግኘት
የሚችሉ ሲሆን ተጫራቾች ከዚህ በታች በተጠቀሰው አድራሻ መመዝገብ ይችላሉ።
5. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና ብር 50,000.0 በባንክ ዋስትና ወይም በሲፒኦ ለውሃ እና ኢነርጂ ሚኒስቴር እስከ 88 (ሰማንያ
ስምንት) ቀናት ይቆያሉ። ለባንክ ዋስትና ተጫራቾች በጨረታ ሰነዱ ክፍል IV (የጨረታ ፎርም) የተካተተውን የባንክ ዋስትና ቅጽ መጠቀም
አለባቸው።
6. የጨረታው ማስገቢያ የመጨረሻ ቀን መጋቢት 15 2017 አ.ም ከቀኑ 8፡00 ሰዓት ሲሆን በተመሳሳይ ቀን መጋቢት 15 2017 አ.ም
ከቀኑ 8፡30 ሰዓት የተጫራቾች ተወካዮች በተገኙበት ይከፈታል፡፡
7. ጨረታው ፀንቶ የሚቆየው የጨረታ ማስገቢያ ጊዜ ካለፈ በኋላ ለ60 ቀናት ይሆናል፡፡
8. የውሃና ኢነርጂ ሚኒስቴር ጨረታውን በሙሉም ሆነ በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:
Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by
World Bank Borrowers, issued January 2011, Revised July 2014 (“Consultant Guidelines”), setting
forth the World Bank’s policy on conflict of interest
Consultants may associate with other firms in the form of sub consultancy to enhance their
qualifications, but JV agreement is not permitted for this assignments.
A Consultant will be selected in accordance with Consultant Qualification Selection (CQs)
method set out in the Consultant Guidelines.
