1. Introduction
The Ministry of Water and Energy (MoWE) of the Federal Democratic Republic of Ethiopia is
pleased to invite suppliers, contractors, and market actors to participate in an Early Market
Engagement (EME) session for an upcoming procurement opportunity under the Horn of
Africa Groundwater for Resilience (HoA-GW4R) Project, financed by the World Bank.
The primary objective of this engagement is to foster collaboration with the market, gain
valuable insights, and receive constructive feedback that will help the Ministry to better finalize
the designs/specifications/BoQ, packaging, and procurement approach of the upcoming works
contract.
The EME will be led by Mr. Kassahun Beyene, MoWE, the project’s Water Supply PIT
Coordinator.
2. Objectives of the Early Market Engagement
The session is intended to:
Create awareness of the upcoming business opportunities under the HoA-GW4R
Project
Obtain market insights to strengthen the procurement process and enhance
competitiveness.
Identify challenges of the water supply sector in the presence of all pertinent
stakeholders.
Identify and mitigate procurement and contract management challenges to encourage
the participation of the market.
Enhance Employer’s Requirements, technical specifications, contract conditions, risk
allocation, costing methodologies, Bills of Quantities, and bid evaluation approaches.
Identify current innovations and technologies in climate-resilient rural piped system
water supply scheme development.
Gather feedback on the proposed procurement approach to maximize bidders
‘Participation.
Understand prevailing market prices, cost structures, and influencing factors.
Identify key risks, opportunities, and incentives within the supply chain.
3. Approach to the Early Market Engagement
The EME will be conducted through a Contractor/Supplier Workshop. Interested
contractors/suppliers are requested to confirm participation no later than 13 March 2026, 3.00
PM (East Africa Time), using the registration emails provided above.
The Early Market Engagement session will take place on 18 March 2026 at 9:00 a.m. at MoWE
premises, Ground floor meeting hall, Addis Ababa. The announcement will also be published
on the Ministry’s official website: www.mowe.gov.et.The workshop will be conducted in a hybrid format, allowing participation to attend either in
person or virtually. Participants are kindly requested to confirm their attendance and provide
the information requested on the form.
All discussions during the EME will be recorded. The process will be conducted in an open and
transparent manner; however, any commercially sensitive information will be treated as
confidential and will not be disclosed to participants or to individuals not formally involved in
the EME process.

5. Planned Procurement Activities
The project has planned the construction of 88 Rural Piped System Water Supply Schemes
(RPSs) in different parts of the country. The estimated cost of one RPS is about USD
800,000. Three to four RPSs could be packaged into one contract. Also, the work may
include the supply of pipes and fittings along with Electro Mechanicals. However,
packaging could be subject to the outcomes of the EME.
6. Procurement Process
Selection of bidders will be conducted through open national competitive bidding in line
with the World Bank’s Procurement Regulations for IPF Borrowers (Seventh Edition,
September 2025).

The Government of Federal Democratic Republic of Ethiopia has received grant finance from African
Development Bank) to increase access to climate-resilient, gender-sensitive, integrated, and sustainable
water supply and sanitation services for communities and livestock in the dryland pastoral areas of
Borana, helping to reduce hardship from recurrent droughts and water scarcity.
1. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for procurements of
Six (6) Field Vehicles (5 seats) Hybrid Double Cabin Pick-Up, Two (2) Electrical Mini Bus (12)
Seats. and One (1) Cargo Crane Truck 6x4 loading Capacity 6T The margin of preference is not
applicable.
2. Bidding will be conducted through national competitive procurement using a Request for Bids
(RFB), and is open to all eligible Bidders.

The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood
Management Project (E-FMP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the provision of the Construction Supervision and Contract Administration
of the Different Structural Works in Rift Valley & Awash Basins (in two lots).
GENERAL OBJECTIVES:-
The overall objective of this assignment is to provide comprehensive construction supervision and contract
administration services for the structural works to be implemented under the Ethiopian Flood Management Project in the
Awash Basin, including pedestrian bridges, water intake structures, cattle troughs, and associated civil works.
The specific objectives of the supervision assignments are described in detail in the ToR
SCOPE OF SERVICES:
The Consultant shall provide full-time construction supervision and contract administration services for the structural
works to be implemented under the Ethiopian Flood Management Project in the Awash Basin. The scope of services shall
cover the entire construction period, including defects liability.
PERSON MONTH & DURATION: has 88 Person–Month with Total Consultancy Duration of 10 months

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services.
THE MAJOR SHORTLISTING CRITERIA ARE:
1. Firm’s Core business and years in business
2. Qualifications in the field of the assignment
3. Technical and managerial capability of the firm
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s
“Procurement Regulations for IPF Borrowers” Nov 2020 updated in September 2023. Procurement will also comply with
“Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and
Grants” revised as of July 1, 2016.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the
association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the
joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

Background
Energy is a critical driver of Ethiopia’s economic growth and socio-economic development, and
demand for electricity is projected to increase substantially over the medium term. The
Government of Ethiopia, with support from the World Bank and other development partners, has
adopted a comprehensive electrification strategy under the National Electrification Program
(NEP). Building on these efforts, the Accelerating Sustainable and Clean Energy Access
Transformation (ASCENT) Program is being implemented as a Program-for-Results (PforR) to
address : (a) Pillar 1: On-grid electrification; (b) Pillar 2: Off-grid service provisioning; and (c)
Pillar 3: Sector capacity and institutional reform.
The Ministry of Water and Energy (MoWE) holds overall responsibility for monitoring and
oversight of the ASCENT Program and the achievement of Disbursement-Linked Indicators
(DLIs). Accordingly, this Request for Expressions of Interest (REoI) is issued to establish a
Framework Agreement with qualified consulting firms to provide Independent Verification
Agent (IVA) services. for the verification of the achievement of DLRs 1.1, 1.2, 1.3, and 2.1
during the implementation period of the Program.
OBJECTIVES OF THE ASSIGNMENT
The objective of this assignment is to engage a qualified and independent Verification Agent to
verify and validate the ASCENT Ethiopia Program’s Disbursement-Linked Results (DLRs) on a
biannual basis, governed by a framework agreement between the IVA and MoWE, assessingprogress toward DLR#1.1 (1.1 million new grid-based household connections), DLR #1.2
(connection of 300 towns within 2.5 km of the medium-voltage network), and DLR #1.3
(480,000 new connections benefiting from the customer connection subsidy), DLR#2.1: New
accounts created on the Commercial Management System (CMS) database 1,100,000 and
ensuring that results reported for each half-year period up to July 7, 2028, are accurate, reliable,
and fully compliant with the agreed verification protocols with framework agreement.
Scope of the work
1. The assignment will be conducted nationwide, covering all DLI activities implemented
up to July 7, 2028, across all regions and the two city administrations of Ethiopia.
2. Interested consulting firms are invited to express their interest in undertaking this
assignment by signing a 3-year framework agreement with the Ministry.
3. Firms must demonstrate their capacity to submit a competitive bid and manage the
logistics required for nationwide verification activities.
4. The selected consulting firm will be responsible for conducting all verification tasks
across the country, based on reports generated by the Ethiopian Electric Utility (EEU)
and in accordance with the verification protocol that governs the assessment of program
results.

The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to
indicate their interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant experience to
perform the Services.
Short-listing criteria are: Firm’s Core business and years in business
Qualification and experience in the field of assignment
Organizational, managerial and technical capabilities of the firm.A Consultant will be selected in accordance with the Quality and Cost Based Selection method
set out in the PPA Consultant Guidelines.

1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward
the cost of the Horn of Africa - Groundwater for Resilience Project and intends to apply part of the
proceeds toward payments under the contract SOUTH ETHIOPIA REGIONS 5 WELLS DRILLING
AND DEVELOPMENT FOR WATER SUPPLY IN ONE LOT

4. Bidding will be conducted through National competitive Procurement using a Request for Bids
(RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016
updated in September 2023 and February 2025 available at www.worldbank.org (“Procurement
Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from The Ministry of Water and Energy
and inspect the bidding document during office hours between 9:00 am to 4:00pm at the address
given below paragraph 9.
6. The scanned bidding document (Request for Bid) in English may be obtained by interested Bidders
free of charge by downloading it from the Ministry’s website at: https://mowe.gov.et/en/tenders .

8. A Bid Security must accompany all Bids: ET 2,700,000.00 (Two Million Seven Hundred

bid submission deadline.
