The Federal Democratic Republic of Ethiopia has received grant funding from the World Bank for the Ethiopia Electrification Program (ELEAP) and intends to apply part of the proceeds toward payments under the contract for the construction works of Phase 1 of the Energy Tower Building Project located in Addis Ababa.

The Ministry of Water and Energy (MoWE) now invites sealed bids from eligible and qualified local contractors classified as GC-I/BC-I, with a valid license renewed for the year 2018 E.C, and who possess the following documentation: a copy of their renewed trade licenses, VAT certificate, Tax clearance, TIN certificate and Registration in FPPA supplier.

1. Project Description and Timeline

The scope involves the construction of Phase 1 (2 Basements + Ground + 3 Floors + Roof Slab of the 3rd Floor) of the overall 2B+G+22 office tower, meeting halls, and related facilities. The construction duration is 540 calendar days from the commencement date.

2. Bidder Qualification Requirements
   1. Bidders must submit documentary evidence demonstrating they meet similar project experience executed within the past 10 years. Evidence must include client names, contract types, and values.
   2. The project must be at least 70% completed and the bidder shall provide copies of the final approved payment certificate. The Bidder must submit successful or substantial completion testimonials and certificates from the project employers.
   3. Submit audited financial statements for the last five (5) years filed with the Ministry of Revenue.          
   4.  Demonstrate access to liquid assets, unconditional lines of credit, or other financial resources (excluding advance payments), sufficient to cover the construction work cash flow.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the Federal Public Procurement directive 2017 and is open to all eligible bidders.

4. Interested eligible bidders may obtain further information from Ministry of Water and Energy and inspect the bidding documents during office hour 8:30 AM to 5:30 PM local time from to the address given below.

5. Interested Bidder may also obtain full bid document from the Ministry web site on the link: https:/www.mowe.gov.et/en/resource_types/procurement-files or at the address below during the working hours mentioned above. If the bidders decide to bid and download the document, they must register at the office at the address below.

6.  Bidders shall furnish bid security in the form of CPO or unconditional and irrevocable bank guarantee with an amount of Birr 2,000,000.00 (Two Million Birr only) in the name of FDRE Ministry of Water and Energy, and shall remain valid for 148 (One Hundred twenty eight) days. 
7.  The dead line for bid submission shall be in February 12, 2026 at 10:00 AM and opened on the same day, February 12, 2026 at 10:30 AM in the presence of bidders’ representatives.
8. Bid shall be valid for period of 128 days after Bid Submission deadline.
9. Ministry of Water and Energy reserves the right to reject all or part of the bid.

The Federal Democratic Republic of Ethiopia has received financing from the Italian Agency for Development Cooperation (AICS) toward the cost of the Basin Scale Resilience Initiative for Ethiopia Project, and intends to apply part of the proceeds toward payments under the contract for the Procurement of: Lot-1: 6 Hybrid Vehicles and Lot-2: 8 motor Cycles.

1. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the Procurement of Lot-1: 6 Hybrid Vehicles and Lot-2: 8 Motor Cycles to deliver to Ministry of Water and Energy head office, Addis Ababa within 120 days delivery period and the purchaser will grant not margin of preference.

2. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (January  2011 Edition , July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025) and is open to all eligible Bidders as defined in the Procurement Regulations.

3. Interested eligible Bidders may obtain further information from Ministry of Water and Energy  Mr Molla Reda, National Project Coordinator e-mail : procurement@mowe.gov.et and inspect the bidding document during office hours 8:30 a.m. 12:00 noon in the morning and 2:00 p.m. to 5:00 p.m. in the afternoon at the address given below.

4. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance TIN certificate, and (Registration in FPPA new supplier list for local bidders)

5. A complete set of bidding documents in English language will be available and can be     downloaded from Ministry web page using the following link free of cost: https://www.mowe.gov.et/en/resource_types/procurement-files- Bidders are required to register in person at the following address before downloading the document and submitting their bids.

6. Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on the Ministry website and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.

7. Bids must be delivered to the address below on or before February 02, 2026, Time 10:00 A.M. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ or representatives and anyone who chooses to attend at the address below on February  02, 2026, Time 10:30 A.M.

8. All bids shall be accompanied by a Bid Security of Lot-1 ETB 648,000.00(Six Hundred Forty Eight Thousand birr) and Lot-2:ETB 36,000.00 (Thirty Six Thousand Birr) Only, in the form of an Unconditional Bank Guarantee or Cash Payment Order (CPO) to the Ministry of Water and Energy, and shall remain valid for 118 (one hundred eighteen) days. For the Bank Guarantee, the bidder must use the bank guarantee form included in Section IV (Bid Form) of the bidding document.

9.Bid shall be valid for a period of 90 days after the Bid Submission deadline.

10. Ministry of Water and Energy reserves the right to reject all or part of the bid.

part of the proceeds for consulting services. 
2. The consulting services (“the Services”) include Borehole Yield and Water Quality Verification,
Detail Study and Design, Contract Administration and Construction Supervision of Lot 1:
Samekaab, 02 Dambela, Gogti, Lot 2: Ghelhamour, Docmo and Chedale RPSs in Somali Region,
and Lot 3: Gumqat-Meli RPS in Dubti Woreda of Afar Region, and  Lot 4: Gure & Fafa RPS in
Maokomo Woreda of Benishangul Region.
3. The Terms of Reference (TOR) for the assignment: can be found at the following

4. The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to
indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services. The shortlisting criteria are Core business and years in business, relevant experience,
technical and managerial capability of the firm. The shortlist will contain Five(5) to Eight (8) firms. 
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of
the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition dated September
2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications but should indicate
clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the
case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for
the entire contract, if selected.
7. A Consultant will be selected in accordance with The Quality and Cost Based Selection(QCBS)
 described in the Procurement Regulations and to be specifically set out in the Request for
Proposals.
