Contract Title: Procurement of Civil Works Construction, Supply of Pipes and Fittings and
Electromechanical Equipment Design Review, Laying Pipes and Fittings, Installation of
Electromechanical Equipment of WACHILE CR-Wash Water Supply Project, will be
carried out in two separate lots as detailed below.
a) Lot-1: Transmission Network for Wachila Sub-system
b) Lot-2: Distribution Network for Wachilla Sub-system

1. The Government of Federal Democratic Republic of Ethiopia has received finance from the World Bank
toward the cost of the One Wash National Program CWA II CR-WaSH Project, and intends to apply part of the
proceeds toward payments under the contract for Procurement of Civil Works Construction, Supply of Pipes
and Fittings and Electromechanical Equipment Design Review, Laying Pipes and Fittings, Installation of
Electromechanical Equipment of Wachile CR-Wash Water Supply Project. This will be executed in two
separate lots within the Oromia National Regional State.
2. The Ministry of Water and Energy hereby invites sealed bids from eligible bidders for the two lots mentioned
above: Criteria:
a) JV is not allowed
b) Bid validity 90 days
c) Post-Qualification

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified
in the World Bank’s "Procurement Regulations for IPF Borrowers" (July, 2016; revised November, 2017; and
July, 2018; November 2020, Sept. 2023 and Feb. 2025 "Procurement Regulations"), which can be found at the
following website: worldbank.org. The bid is open to all eligible bidders as defined in the procurement
regulations.
4. Interested eligible bidders may obtain further information from the Ministry of Water and Energy's One WaSH
National Program, CWA-II Procurement Management Team in the 1 st floor Room No. 112 during office hours
from 8:30 a.m. to 12:30 p.m. in the morning and 1:30 p.m. to 4:30 p.m. in the afternoon.
5. The English version of scanned bidding document can be obtained free of charge by downloading it from the
Ministry's website at https://www.mowe.gov.et/en/resource_types/procurement-files- . Please note that you are
required to register in person at the address specified in item 9 of this invitation.
6. Bids must be delivered in person to the address below on or before July_15_, 2025, at 10:00 AM. Electronic and
postal bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the
bidders’ designated representatives and anyone who chooses to attend at the address below on July 15_, 2025, at
10:30 AM.
7. All bids must be accompanied by a bid security with amount and in the form that stated in the table above for
each lot. It should also prepare in the name of Ministry of Water and Energy. The bid security shall be valid for
twenty-eight days (28) beyond the end of the validity period of the bid. Finally, the client reserves the right to
accept or reject the bid partially or totally.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the
successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership
Disclosure Form as included in the bidding document.
